Importing food into Panama is a different process from producing it in Panama. Domestic production starts with sanitary registration and establishment controls; imports follow import procedures, which may include import authorization materials, and the responsible authority depends on the product: MINSA for human foods and MIDA for animal foods. Never confuse the two tracks.

Importing is not the same as producing
A product you import may already be registered in its origin country, in Panama, both, or neither. Import procedures and domestic sanitary registration are separate processes and are not interchangeable; confirm which one applies to your product and situation.
Human food imports
Human food entering Panama falls under the health authority's import process. Start from the official tramites and MINSA materials; the exact import authorization steps are confirmed with the current official procedure, not restated here.
Animal food imports
Animal food entering Panama is handled by MIDA, whose registros section covers imported products and publishes the animal-food registration procedure. Confirm the current import materials with MIDA.
Don't conflate the two tracks
Domestic sanitary registration is not an import procedure and an import procedure is not domestic registration. Confirm with the right authority for your product type before planning anything.
