Which authority handles what
Roles stated from the official sources, each to be confirmed for current scope:
- MINSA (Ministerio de Salud): Human food safety, food establishments, sanitary operating requirements, national food registrations, and related health controls. Its food-protection department publishes registration requirements. Confirm current scope with the authority.
- DINACAVV (Dirección Nacional de Control de Alimentos y Vigilancia Veterinaria): A newer MINSA national directorate for food control and veterinary surveillance, created by a law approved in March 2024. Food registration trámites are processed through the Agencia Panameña de Alimentos (APA) and the SIT digital platform. Verify the current workflow with MINSA/DINACAVV.
Establishment and sanitary controls
Any food manufacturing or processing activity carries establishment and sanitation expectations. The official requirements are confirmed through the sanitary operation process for your premises; day-to-day cleaning, hygiene and handling practices beyond that are recommended good practice until the authority tells you otherwise. Product registration
Processed, packaged or transformed foods sold under a determined name or trademark may need national food registration filed through the APA/SIT digital platform, per the current official instructivo.
