The three layers
Layer by layer:
- FDA where applicable: Facility registration, CGMP and preventive controls where the current rules apply. See the FDA facility registration guide and the FSMA guide.
- State processing license: Your state licenses food processing and manufacture; commercial premises usually need a state food-processing license and may be inspected.
- Local health and building requirements: Health permits, zoning, building use, fire and plumbing approvals from your county and city.
Inside the facility
Operational expectations, as federal requirements where they apply and as good practice otherwise:
- CGMP: Current Good Manufacturing Practices for covered facilities: personnel, plant, equipment, water and processes.
- Sanitation: Cleaning and sanitizing schedules for all food-contact surfaces and equipment.
- Traceability: Records that trace product, ingredients and batches so product can be followed and, if needed, recalled.
